Is anyone else having issues in processing paypal payments?

I get an "Sorry, there was an error processing your payment. Please try again later." That has only just appeared.

I have changed all the API details to ensure thats correct and it is LIVE not SANDBOX & still not working

Question: installed v5.3.0 clean, not as an upgrade from any previous version. Not seeing enterprise features such as WhatsApp, plugin shows as "lite" (free) version. Am I missing something here?
