but who are using that is it possible to use that without otp verification

As far as I know, CC BINs are mainly for registering to test online services, free vps, premium trial accounts...
But depending on the card code used (The card can be exposed due to security) it is possible to create multiple CCs with one BIN code. Can be used or not.

BIN card requires use in a number of different regions, not all countries can be used. So need technical related to IP address. some just need VPN, but some need real IP, you need to spend extra money to buy it.

1 BIN cards can create multiple VCCs. but most of it will be garbage and time consuming to test.
If you're lucky, you might get a premium account.
