I think I know what you are referring to
There are four ways for that:
1- Google ads (the best one)
2- Clickable ads
3- Popup on first entry
4- Mailchimp or other mail plugins with a good database

okk soo let me tell you .. i have a wordpress website named as rareout , and you know valentine day is near . i want that just like the spin and wheel popup where people enter there email and
spin the wheel to get deals just like that i want the love calculator as a popup where people come and use the mail then write there name and there crush name then the score they get like 78% then the amount 78 is transfred to the wallet ... that they can useduring checkout ,, u know any plugin like that

Well that's a good imagination buuut I haven't seen anything like that yet. It needs some good programming.
This plugin is quite good for spinning on popups
